Milton Friedman was wrong about a lot. Clearly you need active government intervention to enforce anti trust measures. The FTC just isn't that good and neither are our legislators. I would call this "regulatory capture".
Dividends do nothing to the effect of discouraging mergers. Instead they encourage the once illegal practice of stock buybacks that enrich the investor at the the expense of the worker and consumer.
Entertainment would be much better if our government was better about stopping these mergers.
